The Failure of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of conflicting incidents captured the grim essence of the current period. By day, political struggles are fought: hopeful statements are delivered from multiple capitals. Immense energy is devoted on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity afforded by up-to-date information. From witness perspectives, defense planes that had been scrambled to engage hostile guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely delivered by allied countries. Every launch shakes the surroundings, causing tremors. The moment of terror quickly becomes grim resignation: maybe the approaching threat won't strike its target this time, protecting urban areas from ruin and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon fired at a drone close by, part of a rapid response unit – most likely Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its target.

With pauses, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a need that neighboring countries are clearly incapable to replace in the short term.

Failed Diplomacy

The comprehensive proposal from US administration sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, certainly, persist.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a principle familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is impossible to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's occupied territories.

The problem is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not shift further in its benefit in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing people and territory but preventing a entire defensive failure until situations evolve in its benefit.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their objective will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
